Ihor Kyluk

Ihor Kulyk

Ihor was born in the city of Lutsk. In 2005 he received a diploma with honours of master of politology of State University named after Lesya Ukrainka (Lutsk). In 2018 he received a certificate with honours for successful completion of the course “Policy Analysis: from theory to action” of Kyiv school of Economics and National Endowment for Democracy (NED).

From 2005 to 2009 he was the head of the Department of youth affairs and sports of the Lutsk regional state administration.

In 2009-2010 he held the position of the head of the Department of citizens’ appeals of the Sectoral State Archive of Security Service of Ukraine, helping people to find the information about repressions against them and their relatives.

During the 2014-2015 years Ihor Kulyk was the head of the Sectoral State Archive of Security Service of Ukraine, where he renewed public access to historical documents. He also has supported the reform of the access to the archives, participated in the creation of new legislation - the Law of Ukraine “On access to the archives of repressive structures of the communist totalitarian regime 1917-1991”.

In 2015-2019 at the post of the head of Department of implementation of the Ukrainian Institute of the National Memory he managed the creation of the Archive of National Memory and searched for suitable room for it.

From June 2019 he became the Director of the Sectoral State Archive of the Ukrainian Institute of National Memory.

This person is the expert on access to archives of the Center of researches into the liberation movement, the expert of the “Policy of national memory” group of reanimational package of reforms, the founder and administrator of the group on the social network Facebook “Access to archives”, co-author of publications (two editions) – Viatrovych M. V., Kulik, I. M., Loshak, V. V., Shpak A. V. “The Right to the truth”- practical advices on access to archives. (Second edition, supplemented / Centre for research into liberation movement. - Lviv: Magazine, 2016. - 192 p.)

Ihor Kulyk was awarded by gratitude of the head of the Security Service of Ukraine on the occasion of the 18th anniversary of the Security Service of Ukraine.

His areas of interest: access to the archives, implementation of standards of democratic governance, improving the quality of administrative services, the policy of national memory.
