The constant access to the archives of repressive authorities is guaranteed to everyone following the Law of Ukraine and the Recommendation №R(2000) of 13 Committee of Ministers of the Council of Europe to the member states concerning the European policy of access to the archives. This policy considers the opportunity to explore your own history objectively as an integral feature of democracy. After the decay of communistic regime Poland , the Czech Republic, Bulgaria , the Baltic and Central and Eastern European countries made the secret documents of the punitive authorities and the secret police available and passed them to the civil cervices that are analogous to the Ukrainian Institute of National Memory.
